Crystal's Cuttlebugs Gets Green Light for New Facility

Rosemount families will soon have access to expanded childcare options as the Planning Commission unanimously approved plans for a new Crystal's Cuttlebugs facility in the Aspen Fields development area.

The September 23rd approval marks a significant milestone for the growing local business and addresses the community's ongoing need for quality childcare services.

A Substantial Addition to Local Childcare Capacity

The new facility represents a major investment in Rosemount's childcare infrastructure. At 13,550 square feet, the building will house 11 individual classrooms capable of serving up to 74 children. The facility will also feature a generous 10,741 square foot outdoor play area, providing ample space for children to engage in active, outdoor learning experiences.

"It's great to see this growing business," remarked Planning Commissioner Reid during the meeting. "They've been around for a while and they keep on growing, and I'm really excited for them as a local business. It's fun to see a local owned business."

Prime Location in Growing Development Area

The facility will be located in the Aspen Fields development area, situated north of County Highway 42 and east of Aspen Avenue. This location places it in a rapidly developing part of Rosemount that has been transformed from the old city hall site into a mixed-use area combining commercial services with high-density residential development.

The strategic location offers several advantages for families:

  • Easy access from major roadways

  • Integration with other community services in the development area

  • Proximity to both existing and planned residential neighborhoods

  • Thoughtful separation from busy traffic corridors

Designed for Safety and Community Integration

The approved site plan demonstrates careful attention to both safety and neighborhood compatibility. The facility will include 48 parking spaces—exceeding the required 47—with a single, well-designed access point from Aspen Avenue. This parking calculation specifically accounts for the unique needs of childcare facilities, including parent drop-off and pickup times, staff parking, and the facility's transportation van.

Environmental considerations were also central to the design. The site will include 40 trees and 52 foundation plantings, creating an attractive landscape that provides natural cooling, stormwater management, and aesthetic appeal. The building materials—a combination of natural stone and wood siding—were selected to meet municipal standards while creating an welcoming appearance.

Safety features include comprehensive lighting throughout the parking areas and building perimeter, designed to ensure adequate visibility without disturbing nearby residential areas.

Overcoming Site Challenges

The development team successfully navigated several site constraints that could have derailed the project. Two well easements on the western portion of the property and a natural gas pipeline easement running across the northern area required creative design solutions.

Most notably, the developers worked directly with the pipeline owner to secure permission for parking construction over the easement area, maximizing the site's utility while respecting existing infrastructure. When original fencing plans would have encroached on well easements, the design was modified to maintain necessary clearances while still providing secure outdoor play areas.

These adaptations demonstrate the kind of collaborative problem-solving that makes complex development projects successful in established communities.

What This Means for Rosemount Families

The approval of this facility addresses a critical community need. With 74 additional childcare spaces across 11 classrooms, Crystal's Cuttlebugs will significantly expand options for working parents in Rosemount and surrounding areas.

The facility's size and design suggest it will be able to accommodate various age groups and potentially offer different program options, from infant care through preschool services. The substantial outdoor play area indicates a commitment to active, outdoor learning opportunities that many parents value.

For the broader community, the facility represents successful economic development—a local business growing and investing in permanent infrastructure that will serve families for years to come.

Moving Forward

The Planning Commission's approval was final, meaning the project won't require additional City Council review. However, there is a 10-day appeal period for anyone wishing to challenge the decision. Assuming no appeals are filed, the developers can proceed with building permit applications and construction.

While no specific timeline was provided during the meeting, childcare facilities of this size typically require 6-12 months for construction once building permits are issued. Families interested in the new facility should stay tuned for updates from Crystal's Cuttlebugs regarding enrollment and opening dates.

The Bigger Picture

This approval reflects Rosemount's broader strategy of supporting essential services while maintaining neighborhood character. By zoning the Aspen Fields area appropriately and establishing clear development standards, the city created conditions where quality childcare facilities can locate and thrive without creating conflicts with surrounding uses.

The project also demonstrates how established local businesses can grow and adapt to meet community needs. Crystal's Cuttlebugs has been serving Rosemount families for years, and this expansion represents their continued commitment to the community.

As Rosemount continues to grow, facilities like this new Crystal's Cuttlebugs location will be essential infrastructure supporting working families and contributing to the community's economic vitality. The careful planning and approval process ensures that growth serves community needs while maintaining the character that makes Rosemount an attractive place to live and raise families.
